Higher arms multiply the reserve; arm 0 stays the holdout. If a test arm's bid rate falls below 80% of that holdout, Floxis auto-reverts Enforce → Shadow. Per-endpoint overrides always win — so a manual decision never gets second-guessed by the engine.
